Extreme Heat in Schools

Dear Legislator,
As a constituent who cares deeply about the health and safety of students and staff in our school buildings, I ask you to support S.3397 (Skoufis)/A.447 (Joyner). This bill requires that all school facilities establish a maximum temperature to ensure that students, faculty and staff are not forced to endure extreme heat conditions in schools.
Even though summer vacation has ended, the intense heat of summer continues. This stifling heat makes it unbearable for students and staff alike. This dangerous heat has been responsible for school closings and early dismissals throughout our state and nation.
In classrooms, excessive heat leads to a loss of concentration and increased tiredness. Extreme heat can result in acute heat-related illnesses, such as heat stroke, and poses a significant health risk for young children, older adults, people who are pregnant and people with underlying medical conditions ― all of whom can be found in public school buildings. Also, elevated blood temperatures can cause irreparable organ damage or be fatal if left unaddressed.
Public schools must be given the legal authority to devise their own heat action plan to resolve any extreme heat issues in the classroom. There are currently no statutory limits on maximum temperatures in school buildings and indoor facilities throughout New York state. S.3397/A.447 establishes a maximum temperature in school buildings and facilities, so, when room temperatures reach 82 degrees Fahrenheit, schools shall be required to take action to protect students and staff from extreme heat conditions. When schools reach maximum internal temperature of 88 degrees Fahrenheit, schools must follow existing procedures for emergency evacuation.
