Dear Legislator:
As a constituent who cares deeply about the safety and well-being of children, I urge you to pass S.9051 (Gonzalez)/A.10379-A (Bores) to protect minors from the documented harms posed by AI chatbot systems.
AI chatbots are increasingly used by young people who may experience them as trusted companions or mentors. That perceived intimacy is precisely what makes them dangerous. Documented cases have shown these systems encouraging self-harm, manipulating users’ emotions and generating sexually explicit content when interacting with minors. These harms ripple into school settings, creating academic and behavioral challenges that educators are left to manage without context or tools.
S.9051/A.10379-A would require AI chatbots to prioritize safety when used by minors, ban harmful and explicit outputs, prevent features that encourage unhealthy dependency and establish enforceable accountability for developers. This is not about restricting technology; it is about requiring that technology used by children meet a basic standard of care.
I respectfully ask that you bring up this issue with your conference and advocate for the passage of S.9051/A.10379-A this legislative session.
